Accountable for managing all phases of the project
management life cycle including initiating, planning, executing, monitoring,
controlling and close out activities.
Works with organization stakeholders and project team to balance
competing requirements and constraints as related to scope, time, budget and
quality for the projects in their portfolio.
Provides visibility for leadership into the health of the
project portfolio, generates project status reports and other project
artifacts.
Works with leadership to
define success, ensure project goals and objectives align with organizational
priorities.
Establishes continuous improvement for the project
management practices and portfolio processes.
Coordinates project and portfolio activity with other project managers across the organization. Provides training, leadership and mentoring to other project managers and IS staff.
1. **Lead the customer through the development of the project charter to include mutually agreed upon scope, schedule, budget, and quality objectives. Accountable for identifying and managing customer expectations.
2. **Evaluates and perform discovery on project requests to determine if there is value in investing in the project.
3. **Provides project coordination and tracking.
4. **Works with Chief Information Officer to develop standardized project/program governance that aligns with Overlake strategic goals.
5. **Coordinates department, customer, IS, and vendor activity. Maintains project assignments, priorities, responsibilities and tracks project progress monitoring time lines and risk, mitigation plans and manage customer expectations. Monitors expenditures and reconciles discrepancies to budget and schedule. Maintains project files. Develops basic process maps.
6. **Proactively identifies and communicates project deliverables, milestones, tasks, resources and contingency plans. Communicates major issues promptly to management, staff, and affected customer(s). Produces weekly/monthly status reports and maintains project dashboards.
7. **Resources and manages a project to ensure that the project deliverables are complete. Clearly assigns responsibility for tasks and decisions, setting clear objectives, measuring and monitoring progress and results, and coaching project staff in project related skills and methodologies.
8. **Supervises/oversees contractors assigned to specific projects, coordinate vendor technical resources and project managers to ensure effective project delivery is achieved.
9. **Monitors customer satisfaction to ensure that the project meets customer’s requirements. Researches best practices, selecting and recommending appropriate and technological application for project use. Consults and provides recommendations to customers, staff, and management on PM Methodology.

**Identifies,
documents and monitors metrics for project performance; compiles, and manages to the
data, and notifies stakeholders of problems affecting timelines and resources.
11. **Serves as a department liaison and principal contact for project-related activity. Provides customer with information necessary to enable informed business decisions.
12. Leads the work and coordination with other project managers to develop, maintain, and use effective project management methodology.
13. Prepare for and implement risk mitigations should the need arise.
14. Manage the day-to-day operational aspects of their project portfolio containing projects of varying size and scope.
15. Establish and maintain effective working relationships with staff at all levels in the Hospital and Clinics, vendors and agents, and others.
16. Demonstrates effective interactions and positive interpersonal skills in dealing with fellow employees, supervisors, stakeholders, other department employees and vendors.
17. Follow the policies, procedures, and practices outlined in the Code of Conduct and Organizational Ethics policy. Report any business practice/compliance concerns according to organization policy.

Minimum Qualifications:
Education: Bachelor’s degree is required, Master’s degree preferred. Project Management Professional (PMP) certification required.
Experience: 8 years experience leading progressively more complex projects and project teams is required. 3 years healthcare experience preferred.

1. Advanced knowledge of project management systems and tools required.
2. Strong skills and abilities in negotiation, training, quality analysis, project scoping, scheduling and budgeting required.
3. Demonstrated ability to manage multiple, large projects concurrently in a visible and high paced environment while exercising independent judgment in resolving problems.
4. Adept in facilitating organization-wide change management associated with deploying large, complex systems and technologies using business process redesign.
5. Demonstrated ability to identify and resolve problems or difficulties while retaining strong and effective working relationships staying calm and objective under the stress of deadlines and obstacles.
6. Must be able to communicate with individuals and groups representing all levels of the organization.
